Efficiency

The first thing you need to understand before building anything is efficiency. Here is how it works. Each building requires citizens to run it. The amount of citizens required to run the job depends on the building. There are two parts to this -- Efficiency, which is how many resources you're producing compared to your max capacity of resource production (you always want this at 100%); and Employment, which is how many of your citizens are employed (you want to keep this at about 90-95%). If your Employment reaches 100%, that means you have more jobs than citizens, and that some of your jobs won't be filled. This means that your Efficiency will drop, and you will not be producing as many resources as you can. For example, at 85% of efficiency, you are producing 85% of the money, food, iron, and tech that you can produce. And that means you wont be making enough food to feed some of your citizens. When that happens, those citizens will leave your region, meaning that there will be even less jobs being run, and then you will produce less food and other resources, which means that even more citizens wont be fed, and they will leave too, and the cycle will spiral down until you only have a handful of citizens left, and your Efficiency will be at 5% -- the lowest it will go, so that you can bring yourself out of the low-efficiency hole. To keep this from happening, never let your employment get up that high. The other problem you can have is having too low an Employment, which means lots of your citizens are not doing anything, and are being wasted. If you find your Employment is getting below 90%, build more markets or barracks or something to make use of those excess citizens, but keep a buffer of about 7-5% unemployed so that you can train some into soldiers, without losing any Efficiency.

The following is a table that explains the job requirements of each building.

Farms 25 citizens each.
Houses 2 citizens each.
Barracks 2 citizens each.
Iron Mines 25 citizens each.
Banks 5 citizens each.
Research Centers 20 citizens each.
Universities 20 citizens each.
Marketplaces 25 citizens each.
Recycling Centers 20 citizens each.
Secret Services 10 citizens each.
